I have played as all the major nations and conquered the whole world with no cheats. Now I want to play as a minor nation with unlimited money and see how it goes.

Darth mod lets you play minors. Dont recomend unlimited money but that's a simple consol command if you must.

If they don't have territories normally at the start of a campaign, they will cause a CTD.

There's a playable factions mod that leaves everything else vanilla and as mentioned above DMUC. DMUC is recommended if you want a playable campaign and I believe it restricts the unusable factions, but I' talking entirely out of my arse on that one. Could be wrong, could be right, could be something else entirely. But as for the unlimited money, I don't quite understand why you would want this if you have already accomplished everything else in the game.
